the reason why lithium batteries of many electronic devices are half charged delivered is because it's the best way to preserve the battery's lifetime. one way to get this done is to put the device into any refrigerator at around 20*F while it's still half charged. after one year, it will only lose about 3-4% of the battery's capacity.
