The problem was the moron trying to was with his Hyundai Santa Fe on the railroad which is higher then the normal road. He got stuck there blocking traffic.

LOL, oh man, look at that dumbass. He or she driving in the pedestrian section by the rail road. The traffic still would have been bad though, you can tell. It looks like some of New Jersey's rush hour traffic, I know because I live there. May have been a confused elderly person. I did't even notice that.
