How can anyone explain this anomaly. Certainly NASA have no explanation for it after we presented the file to them for their opinion. SETI also dont know what make of it. What do you think? This has a simple explanation, its not a voice but a sound emmitted by friction. It is interesting to see that any comment posted here which goes against the theory that it is of alien origin has been voted down.

Google people like George Adamski, Cedric Allingham, Dan Ross, and Zecheria Sitchin for some really good info on our space neigbors on other planets.

It is probably a Saturnian based radio/TV station. I don't think Earth humanity is ready yet to accept human/alien life within our own solar system that has been then monitoring us for eons. There are humans living on Mecury, Venus, Mars, Saturn, Uranus, Neptune, Pluto and Nibiru. On the planets Mercury and Mars they are living underground due to environmental devastation of the surface environment.
