If you can't join someones game, then either you or they need to forward the proper ports.
The safest way to play cross region is to purchase both a ps2 and a copy of the game from the region you are trying to join in on. So, to play on the North Americn servers, you need to buy a North American ps2 and a North American version of the game.

The problem is that I checked your profile, and I realized that you're on the PAL servers. The American servers still have people playing, but I guess the PAL servers are empty.
Sorry for the mix up. Keep trying though. You may end up running into someone else on the game in your region.

I'm not even sure if the ranking server is even still up, but if it is, you've gotta keep the teams even, and I think less than two people can switch sides during the match.
The reason no one ever gets rank in this game is because they're constantly switching sides, or stacking the teams.
It's called autobalance people. Use it.
