Preferably, press L1 while steering to turn the wheels all the way on either direction. You don't even need to change your path, but you will still confuse them causing them to miss you. i had to do this mission more then 100 times before i did it right

also holding down L1 the whole time for better steering helps

this level took me ages i went the same way as you using those grass bits to lose them i hate it when you think you are going to make it and then a an undercover smashs you as you are turning into the finish!!

I actually got a little lost on the second grassy bit, but it turned out to be the break I needed! Were you able to finish the mission eventually?
