Spin doctor Howard, like spin doctor Harper in Canada, only took insignificant action to fend off the Greens and Labor. You can fool a lot of the people all of the time, but eventually it catches up with you. Greens here in Canada are thrilled Rudd will sign the Kyoto Protocol.

yes that for one, but also he promised a reduction of 1/6th carbon in 3 years, not 1/200th as you point out.

That is exactly my point of the video - he mentions a 20 year stretch - where 10 billion tonnes or more have been emitted, and he says he will reduce "by 2010" emissions by 87mil tonnes a year. 10 billion minus 87 million is a reduction of less than 1% over the time frame he is talking about. And his video tries to paint him as a green God. It's spin.

And he wasn't even in Government in 1990! :-) He took no action at all - yet he says he was taking action since 1990 - he's a spinner and a liar.
