He seems to be a cross between the clone Superboy and Mon-El...

who is Mon-El?

Mon-El is a character from the comics. He was a scholar named Lar Gand from the planet Daxam, where everyone has the same powers as Kryptonians, who went into space and crash-landed in Kansas, where he lost his memory. He was found by Superboy, who thought he might be family from Krypton, and named him Mon-El (because he landed on a Monday ;P). (continued)

However, Daxamites are weak against lead instead of Kryptonite, and they don't get better from it. He accidentally got lead poisoning and suddenly regained his memory, and to save his life, Superboy put him into the Phantom Zone until he could find a cure for him. But he never could. So Mon-El stayed in the Phantom Zone for 1000 years, until the Legion discovered him and let him out. Being a supergenius, Brainiac 5 was able to create an antidote for him, and he joined the Legion. So because of his ridiculously long and complicated backstory, the writers on the Legion cartoon decided to create a new character who didn't have all of Mon-El's baggage but still had similar personality and powers. :)
