the ball must bounce outside the line for it to be in touch unless some1s holding it while it is on the line then its in touch but in that case its not in touch
Sorry, that's rubbish. Ball on or over the line is touch regardless of whether it's held or not.
The touch judge was right there with nothing better to do than watch the ball so he probably got it right.
