Why the Borg don`t have shields is becouse they don`t need shields but hey use some kind of shields when they have adopted to a weapon

The Borg are just awesome in TNG , the thought of an almost invincible race that could assimilate an enter civilization with one ship was so scary and certainly gave me my best memories of TNG. Too bad they had to rape and pillage this legacy in the Voyager series. Really, with all the cred from TNG , the Borg being outsmarted so many times on Voyager made one of the best villians in Scifi into nothing more than another forgettable character in the Star Trek Universe
