could you maybe put like a baby or a manatee getting stuck in there?

A mesh or iron bar grill across the opennig will solve that one. Tidal is the way to go, tides happen twice a day every day and unlike other renewables it still happens weather the wind blows or the sun don't shine and waves happen 24/7.
