TNG is very old compared to voyager...the effects were also very different

the queen was the first ever borg. She was a woman who lived ina backward sexist planet in the delta who wanted to become a scientist. She became unhinged after her male superiors kept taking creit for her work and created a massively powerful AI to wipe them out. Then she merged with this AI to create the original collective.

in TNG the Borg looked very....old and bad. In Voyager (and First Contact) the Borg looked much better, newer and cooler xD
