Maybe he's got a block altitude, was told to climb for traffic or weather. Could be a number of reasons including RVSM.

If he's in the US, there are some parts of the country (namely, Florida) that are "backwards" with their altitude assignments.

For separation from the another aircraft you are told to apply 2,000 feet at or above FL 290 between non-RVSM aircraft and all other aircraft at or above FL 290. Also some extra info if you are above FL410 heading 000-179 is Odd cardinal flight levels at intervals of 4,000 feet beginning with FL450 at 180-359 Odd cardinal flight levels at intervals of 4,000 feet beginning with FL430.
