Why don't European or foreign product manufacturers allow Americans to personally order their products, even though they don't ship, sell, or have shops available in the U.S?

Thats not the issue, it's the US that does not allow import of vehicles that have not been approved by the NHTSA. It works great in the opposite direction, as a european you can import any car you like from the US even if it's not sold in Europe.
