SO AWESOME! IT EVEN HAD ADAM WEST... AND THE GUY WHO PLAYED ROBIN! But too bad every cartoon back then had to have an annoying sidekick like Batmite. Laaaaaaame.

You know...during 1977, its animation look pretty good unlike the Superfriends

I don't know the exact answer, but this show was one the same season as Hanna-Barbara's Challenge of the Superfriends, which had the rights to use the Riddler. The Riddler (as well as the Scarecrow) was not supposed to be used by Filmation. I suspect he was placed in by mistake. Rather than draw in another charachter, it was cheaper to just changed his costume.
