For what it's worth, I think Dawn of War is a brilliant game with a good soundtrack score. High Gothic (or "Tech") is the hieratic tongue of the Imperium, used in the titles of ancient institutions and organisations (such as the Adeptus Terra). It represents an older language and is regarded as holy. In the Age of the Imperium, it is the equivalent of Latin during the medieval age.

For me, the first and second pieces always seem to turn my battered guardsman squads and smoking russes into an unstoppable rolling war machine. Something in them just drives you to think that you're invincible on the battlefield, definitely a desired effect from Imperial themes :D.

so naturally, the Inquisition would speak High-Gothic? What about Space Marines?

I think that Space Marines speak both but in different circumstances. I speculate that since High Gothic is reserved for educated inhabitants of the Empire Of Man, Space Marines speak Low-Gothic. Even the Aristocracy of the Empire speaks Low Gothic. Because Space Marines come from many less evolved worlds and High Gothic is not their "native" tongue they speak Low-Gothic. They are there to shut up and fight not to be a smartass. Librarians speak High Gothic I presume. This is what I presume.
