It's not only 'bout the bike or the rider.
50% for each one. Since MotoGP changed the engines to 800cc, drivers are having better lap times, even with less power and torque delivery. I also don't see riders powersliding like they used to do on the 990cc. Gp500 can be much more faster at corners than Motogp. And there's no way to compare racing track corners to roads. Rossi Drives an M1, with 60miles tires. One of the best we can have for road use is the Michelin Pilot Power 2CT.

So doesn't mean that rossi can get a road bike like 750 and corner the same way. There's not enough angle to do that. Also doesn't mean he's not good. The result depends on the bike (50%), and the driver (50%).
On a circuit you wont see cars driving you out of the road, oil on the asphalt and all those bad things. without traffic you can corner much better, using all the road extension for corner entry and exit.
