Because the front is where all the braking and steering happen. Two wheels in the back are a death trap like the ATCs of the 80's.

Hmm I think you might have something there, though with those old ATVs they had fat, bouncing tires that didn't do so well with the outrageous ways people were riding them. I think that two wheels in the back would be a lot more comfortable and could be fairly safe if the whole design was tailored to reasonable riding conditions, versus hitting whoop-tee-doos at crazy speeds ... . But for sure, your point about the braking is on the money.
