Koreans animate everybodies cartoons.

Regardless I think a lot of anime is done in-house.

An overwhelming majority of Japanese animation is outsourced to other Asian countries, like India, China and North/South Korea. It's much cheaper for the companies involved, plus there simply often isn't enough local talent to meet requirements (the Japanese animation industry has been in a severe slump for the last few years). Pre-production is done in-house and then the actual episodes are animated by outside contractors.
