That is coreect. As a matter of fact, the Saturn was originally suposed to be a machine that would mostly produce 2D games. When Sega got wind of what Sony and Nintendo was doing, they quickly gave it a boost in the 3D department. Virtual Fighter 2 and Duke Nukem 3D are good examples of what the Saturn could do with the right programers. But like I stated above, good luck finding somebody who was able to do it on a consistent basis.
