I think the hat is just is a rolled up tobagin that's too small for his head. Toons that wear hats that are too small or too big for them is an old joke. As for his nose, again, big noses are another staple in the world of cartooning. Look at Goofy, the Mayor on Powerpuff Girls or Pachydermus J. Elefun from Astro Boy. Cartoons are an exageration of real life and noses, eyes, and mouths are commonly drawn at odd proportions. Besides, the guy's name is Fry, that doesn't sound Hebrew to me.
