I'm thinking it was StarToons, and yeah, it's very similar to some episodes of Tiny Toons. That style works for Warner Bros., but not so much here.

Yea it's really bouncy. I never see the Japanese animaters on this like Gummi Bears, Talepin, Wuzzles ect.

I never liked this animation style. it's overexaggerated and too "bouncy."
