Le sommet ibéro-américain s'est terminé samedi 10 novembre 2007 à Santiago au milieu d'une vive altercation entre le chef du gouvernement espagnol, José Luis Zapatero, et le président vénézuélien Hugo Chavez que même le roi d'Espagne, Juan Carlos, n'est pas arrivé à faire taire.
Le dirigeant vénézuélien n'a cessé depuis son arrivée, vendredi, de traiter le prédécesseur de M. Zapatero, José Maria Aznar (conservateur), de "fasciste". Ces déclarations ont outré l'actuel chef du gouvernement espagnol socialiste qui a réclamé avec insistance davantage de "respect" pour tout dirigeant élu démocratiquement. Le ton est encore monté lorsque M. Chavez, à quelques minutes de la clôture du sommet, a attaqué les chefs d'entreprises espagnols puis de nouveau José Maria Aznar, en ces termes : "un fasciste n'est pas humain, un serpent est plus humain qu'un fasciste". Le roi Juan Carlos, blême, a tenté d'arrêter le président vénézuélien en lui lançant, visiblement furieux : "Pourquoi tu ne te tais pas ?".
Hugo Chavez, emporté dans son discours, a aussi invectivé l'Eglise vénézuélienne et le pape avant d'accuser les Etats-Unis et l'Union européenne d'avoir approuvé un coup d'Etat à son encontre en avril 2002. N'en pouvant plus, le roi Juan Carlos est sorti de la salle lorsque le président du Nicaragua, Daniel Ortega, prenait le parti d'Hugo Chavez et lui redonnait brièvement la parole.
Plus tard, l'ancien chef du gouvernement Jose Maria Aznar a téléphoné à son successeur M Rodriguez Zapatero et au roi Juan Carlos pour les remercier de leur soutien. Le chef du gouvernement lui a répondu qu'il avait agi selon ses "principes" et en vertu du "respect" auquel à droit tout dirigeant démocratiquement élu.

"Je voudrais dire au président Hugo Chavez que dans un forum réunissant des gouvernements démocratiques, (...) l'un des principes de base s'appelle le respect", a déclaré Zapatero devant les dirigeants du continent sud-américain réunis dans la capitale chilienne.
Hugo Chavez a par la suite commenté l'incident en laissant entendre que le souverain espagnol avait perdu la face. "Celui qui a perdu la face, c'est celui qui n'a pas pu se controler, qui nous a dit de la boucler, comme si nous étions toujours des sujets comme au XVIIe ou au XVIIIe siècle", a-t-il dit à des journalistes.
"Pourquoi ne la bouclez-vous pas ?", a lancé le souverain en montrant du doigt le chef de l'Etat vénézuélien qui tentait d'interrompre le discours du président du gouvernement espagnol, le socialiste José Luis Rodriguez Zapatero. |
